Almost exactly a year ago, a ship laden with over 56,000 tonnes of sand from Malaysia docked at Tuticorin port in Tamil Nadu. It was the first imported consignment of river sand to arrivein India. But besides the historic significance of that fact, the consignment also brought India's sand shortage problem into the public eye.

With dozens of major and minor rivers, not to mention a 7500-km coastline, the idea of India needing to buy sand from other countries seems downright odd. Yet, in the last year, at least two governments (Tamil Nadu and Karnataka) have officially imported foreign sand to revive construction activity in their respective states, and Puducherry is reportedly set to follow suit.

So what explains the shortage of sand? Multiple factors are responsible: excessive mining over the years; official bans and restrictions that have reduced the volume of sand available for construction;and perhaps worst of allsand robbers, or as they're more commonly known, the sand mafia.

Sand mafia gangs were fundamentally spawned by the demand-supply imbalance of sand in the country. Although authorities have been trying to crack down on them for a while now, these gangs continue to operatewith impunity, evenresorting to violence when confronted, making it difficult for locals and authorities to stop them.

No one knows for sure how much sand is illegally mined around the world, much less in India. However, the World Wildlife Fund calls it largest extractive industry on the planet, with up to 50 billion tonnes of sand and gravel being mined each year.

Many people consider sand a virtually infinite resource, since it can be found in huge heaps in deserts, along beaches, river beds, mountains, and in other places. However, each type of sand has different properties. Sand used in construction is mainly river-bed sand, which is in relatively short supply, making it a big target for sand thieves. Sea sand is not spared either; it is mined both legally and illegally, to extract minerals and for reclamation projects.

Around the world, as well as in India, the main driver of illegal sand mining is construction. Indias housing and infrastructure boom in recent years has created massive demand for sand. According to some reports, Indias annual use of construction sand has tripled since the year 2000. The governments plans to build 20 million affordable urban houses by 2022 and increase its spending on roads and railways to record levels are all expected to push demand for cement, whose production requires sand as a key input material.

The supply of sand, however, has not been able to keep up with this demand, driving up prices. The Economic Times recently quoted sources as saying that the cost of sand has increased by 100-150% in the last 2 years. The high demand and potential profits in this business have thus made conditions ideal for the growth of the sand mafia.

Within aquatic ecosystems (like rivers and lakes), sand supports organisms that are vital to the food chain. The removal of large amounts of sand increases water salinity and destroys the habitats of the organisms residing in ecosystem. This, in turn, affects other animals and even humans who rely on fish and fresh water from these rivers and lakes.

Illegal sand mining is thought to be a major cause for several animal species residing in the Gangafrom the iconic Gangetic dolphin to the Gharial and Northern River Terrapinto teeteron the verge of extinction today.

Large-scale sand mining also destabilises the banks and beds, affecting the natural flow of rivers and streams and increasing risks of floods, like in the case of Kerala, which experienced its worst-ever floods in August.

Incidents like the Kerala floods may become a lot more frequent, if one goes by a recent study by the WWF, which says that mining is responsible for a 90% drop in sediment levels in major Asian rivers, including the Ganges-Brahmaputra-Meghna, Mekong and Yangtze rivers. This has resulted in the shrinking of the delta regions of these rivers, leaving residents extremely vulnerable to flood, land loss, contaminated drinking water and crop damage, researchers said.

It is difficult to put exact numbers to the damage caused by illegal sand mining in India. However, a report submitted by the Union environment ministry before the Rajya Sabha in January this year said that there were 4.16 lakh cases of illegal mining (including sand and other materials) recorded between 2013 and 2017. Maharashtra, Uttar Pradesh, Madhya Pradesh and Karnataka accounted for the most number of cases.

Data on the ecological impact of illegal mining is also sparse. However, one thing is clear: it is a pan-India problem, stretching from the Garo Hills in Meghalaya to the Sutlej in Punjab, the Yamuna in Delhi, the Chambal in Madhya Pradesh, the Subarnarekha in Odisha, and many parts of the Goan and southern Indian coastline. Very few states or regions are exempt.

Subduing the sand mafia, which runs its empire through bribes, threats and the lure of jobs, is a massive challenge. Even stringent rules, like the National Green Tribunals order against carrying out sand mining without environmental clearance, and even a Supreme Court ban on sand (bajri) mining in Rajasthan, have failed to prevent smuggling of sand.

Under increasing pressure from the Supreme Court, as well as the general public, the Central Government earlier this year announced a sand mining framework to address the problem. The Framework looks at the demand and supply of sand per state to plug the gaps that the sand mining mafia is currently taking advantage of. Only strict implementation of laws, introduction of state-level policies,and encouragement of artificial sand usage in construction, can stop the irreversible scarring of Indias rivers and beaches and protect its ecological health.
